Third Country Nationals (TCNs) who wish to apply for a AMERICAN VISA FROM MEXICO nonimmigrant visa in Canada or Mexico must make an appointment for an interview at a U.S. Consulate. In general, it can be more difficult for applicants to obtain visas when they are outside their home country. If your visa is denied, you must return to your home country and reapply there. You will not be permitted to reenter the United States.
If you are a Canadian citizen, you do not need a visa to enter the United States. However, Mexican citizens must obtain a U.S. visa.

Scheduling a U.S. Visa Appointment in Canada
Nonimmigrant visa services are provided at border posts in Calgary, Halifax, Montreal, Ottawa, Quebec City, Toronto, and Vancouver.
Pay the visa fee and schedule an appointment through the U.S. Visa Service. You must submit a completed Form DS-160 Nonimmigrant Visa Electronic Application and obtain the confirmation number prior to scheduling the appointment.
Citizens of Iran, Sudan and Syria may not apply for a visa in Canada.
Scheduling a U.S. Visa Appointment in Mexico
Nonimmigrant visas can be obtained at the border posts in US STUDENT VISA Ciudad Juarez, Matamoros, Nogales, Nuevo Laredo, and Tijuana.
Pay the visa fee and schedule an appointment with the U.S. Visa Service. You must submit your Form DS-160 Nonimmigrant Visa Electronic Application and obtain the confirmation number prior to scheduling the appointment.
